On Free, every API request answers:

with status 402. Upgrade in Settings → Billing, and the same keys start working at once.

Trials count. A workspace trialling Scale has API access for the trial.
Payment problems do not cut you off at once. A subscription that is past due keeps API access through the same grace period as the rest of the product.
There is no separate API bill or quota. API traffic counts against the plan's normal limits and usage, exactly as work done in the console does. Messages you send over the API cost what they cost in the console (for example, Meta's own WhatsApp fees, passed through at cost).
